Create A Video Wallpaper

Dreamscene is only available for Windows Vista Ultimate users, but you can get the same functionality with VLC Player. It will even work on MacOS X Tiger! Here are the step by step instructions on how to set it up!
Make sure you have the most updated version of VLC, DirectX, and your Video Card Drivers. The most common issue you will come across when working with video is that you don’t have the proper players, drivers and codecs, so we’ll get that out of the way at the outset.
Download the latest version of VLC Player here. You can download the latest version of DirectX here.
Launch VLC Player and open your video file. While it is playing – right click, and choose Video – DirectX Wallpaper.
If you do not see the wallpaper option then navigate to:
Tools > Preferences > Video > Direct X.
Check the Enable Wallpaper Mode. When you right click on your videos, you should be able to see a DirectX Wallpaper option.

If you want VideoLAN to behave like Dreamscene, you will want to remove the taskbar icon. To remove the taskbar icon navigate to Tools > Preferences > Interface > Main Interfaces > Qt
Then uncheck the box beside Systray Icon.
The final step is that your background will stop playing when the video is over, so if you want it to be perpetual we will have to loop it. Navigate to the Playlist option in the menu, and you will see the following screen;

Just select Repeat All to loop the video.
Mac and Ubuntu Users:
To use this feature in MAC just launch VLC Player and navigate to:
VLC > Preferences > Interface > Main Interface > Use as Desktop Background
If you want to match the settings outlined above, do so as the same issues will appear.
